Strategic Environmental Assessment Scoping
Overview
We are preparing a new Local Plan in accordance with the Levelling Up and Regeneration Act (2023). The Plan will set a framework will set a long-term vision, policies, and framework for land use and development within the borough. The scope of the Local Plan does not cover matters relating to minerals and waste as we are exploring the preparation of a Joint Minerals and Waste Plan with neighbouring Local Planning Authorities.
Strategic Environmental Assessment (SEA) is a systematic process which aims to provide for a high level of protection of the environment and to contribute to the integration of environmental considerations into the preparation and adoption of plans and programmes, with a view to promoting sustainable development.
Government guidance on the implementation of a new plan making system recommends progress be made on an SEA, if needed, before starting the 30-month plan preparation process.
We have determined that an SEA is required with this scoping report being the first stage in the SEA process. We welcome comments on the contents of the SEA.
